KUALA LUMPUR, 28th MAY 2025 – Perbadanan Kemajuan Negeri Perak (PKNPk) formalised a Memorandum of Understanding (MoU) with CHEC Construction (M) Sdn Bhd, a leading global infrastructure company, in conjunction with the ASEAN Summit 2025.

The document exchange ceremony was represented by Mr. Ma Jianhua, Managing Director of CHEC Construction (M) Sdn Bhd, and Datuk Redza Rafiq Bin Abdul Razak, Chief Executive of PKNPk, witnessed by the Prime Minister of Malaysia, YAB Dato’ Seri Anwar Ibrahim; Deputy Prime Minister, Dato’ Seri Dr. Ahmad Zahid Hamidi; and Chief Minister of Perak, YAB Dato’ Seri Saarani Mohamad.

This MoU outlines the development of the Bagan Datuk International Maritime Terminal (BDI-SMT), envisioned as a strategic gateway for trade connecting China, ASEAN, and the GCC markets. It also includes the establishment of a Halal and Artificial Intelligence (AI) Industrial Hub in Perak to accelerate the growth of ethical industries and economic digitalisation. Datuk Redza Rafiq, Chief Executive of PKNPk, emphasised that this collaboration is set to generate long-term economic value through job creation, technology transfer, and the upgrading of state infrastructure.

With strong interest from China and strategic partnerships with the UAE, this integrated investment push is expected to attract greater foreign direct investment (FDI), positioning Perak as a key driver of regional economic growth.
